Coronavirus Regulations Amendments - 30th November 2021


The Health Protection (Coronavirus, Public Health Information for Persons Travelling to Wales etc.) Regulations 2020 are amended from 4am on 30th November 2021. The Schedule outlining the information to be provided to passengers is amended in consequence of amendments to the International Travel Regulations. They include requirements to provide day 2 PCR testing and isolation requirements.

The Health Protection (Coronavirus, International Travel) (Wales) Regulations 2020 are amended from 4am on 30th November 2021. These Regulations are amended so to provide day 2 PCR testing and isolation requirements in relation to “regulation 2A travellers”, which includes vaccinated travellers and travellers under 18.

They include requirements to provide day 2 PCR testing and isolation requirements.

The Health Protection (Coronavirus, International Travel and Operator Liability) (England) Regulations 2021 are amended from 4am on 30th November 2021. The Regulations are amended to require eligible travellers arriving in England to book and undertake a PCR test to be taken by the second day after they arrive and to self-isolate until they have received a negative result to the test. Test providers are also required to notify the United Kingdom Health Security Agency and persons taking tests if they have, or are suspected to have, contracted the variant of coronavirus known as “the Omicron variant”.

The Health Protection (Coronavirus, Wearing of Face Coverings) (England) Regulations 2021 came in force at 4am on 30th November 2021.

These regulations require members of the public to wear face coverings in certain places in England, to protect against the risks to public health arising from coronavirus, except in certain limited cases (as outlined in regulation 5). Regulation 3 requires persons to wear a face covering whilst inside a relevant place specified in Part 1 of the Schedule (which includes, shops, shopping centres, banks and post offices) and regulation 4 provides for whilst using public transport (such as buses, trains, the London Underground, trams, aircraft and water taxis). Regulation 6 also requires businesses in places where wearing a face covering is required to display notices giving information about that requirement and regulation 7 prohibits persons carrying on business in specified locations from preventing anyone from wearing a face covering, except in limited circumstances.

Regulation 9 provides enforcement action that can be taken by a relevant person (a constable, PCSO a TFL officer in relation to a TFL public transport ). Regulation 10 makes provision for offences and penalties. A person who, without reasonable excuse contravenes the restrictions or requirements referred to commits an offence. Regulation 11 outlines an authorised person may issue a fixed penalty notice to anyone who has committed an offence. Regulations 12 and 13 outline the amounts of fixed penalties.

The regulations expire on 20th December 2021.
